Dr. Mustafa Başkara, CEO of the National Center for the Sea and Maritime Law (DEHUKAM) and Director of the Climate Change Regional Activity Centre (CC/RAC), participated as a speaker in the side event titled “A Carbon Budget for the Mediterranean Region”, organized within the framework of the 24th Conference of the Parties (COP 24) to the Barcelona Convention, held in Cairo, Egypt, on 2–5 December 2025.

The event, jointly organized by OceanCare and the Basque Center for Climate Change (BC3), served as a high-level platform to discuss the scientific foundations and policy implications of a carbon budget approach for the Mediterranean region.
