DEHUKAM Capacity Building Program in the Sea and Maritime Law Was Held

DEHUKAM Capacity Building Program in the Sea and Maritime Law was held between August 4-8, 2025, by DEHUKAM with the support of the Turkish Cooperation and Coordination Agency (TİKA) of the Ministry of Culture and Tourism. The program was held with the participation of 16 people from Albania, Bosnia and Herzegovina, El Salvador, Croatia, Montenegro, Congo, Libya, Maldives, Mozambique, Panama, Pakistan, Slovenia, Somalia, and Tanzania. Within the scope of the program, the delegation participated in the International Law of the Sea Summer Academy held in Istanbul between August 4-6 in cooperation with DEHUKAM and Kadir Has University, where they attended training sessions delivered by academics and judges specializing in the field of sea and maritime law.

 

The delegation conducted site visits to the Turkish Chamber of Shipping, the Turkish Shipbuilders’ Association (GİSBİR), and the Yeşilköy Fishing Shelter in Istanbul between 4-6 August. The delegation visited GİSBİR’s premises in Tuzla and the shipyard area and during the visit, GİSBİR representatives made presentations on GİSBİR’s activities and the shipbuilding industry in Türkiye. Yeşilköy Fishing Shelter representatives provided information about the activities and operations of the fishing shelters. Mr. Tamer Kıran, Chairman of the Board of Directors of Turkish Chamber of Shipping, provided information about the activities carried out by Turkish Chamber of Shipping and Türkiye’s role in maritime trade.

 

On 7-8 August, the delegation visited the General Directorate of Fisheries and Aquaculture of the Ministry of Agriculture and Forestry, the General Directorate of Northeast Mediterranean and the Diplomacy Academy of the Ministry of Foreign Affairs, TİKA, the General Directorate of Maritime Affairs and the General Directorate of Shipyards and Coastal Structuresof the Ministry of Transport and Infrastructure, and DEHUKAM in Ankara. Dr. Erdinç Güneş, Deputy Director General of the General Directorate of Fisheries and Aquaculture, made a presentation on Türkiye’s fishing policies and fishing and aquaculture activities in the surrounding seas. Mr. Hakan Demirlioğlu, Head of Maritime Policies and International Relations Department of the General Directorate of Maritime Affairs, and Mr. M. Türker Ekinci, Head of Maritime Industry Department of the General Directorate of Shipyards and Coastal Structures, made presentations on Türkiye’s current maritime trade statistics and port and shipyard infrastructure. Presentations were made by representative from the Ministry of Foreign Affairs General Directorate of Northeast Mediterranean and the Diplomacy Academy on Türkiye’s maritime jurisdiction delimitations and policies, as well as on the work carried out by the Diplomacy Academy. In addition, Bosnia and Herzegovina Ambassador to Ankara H.E. Mirsada Colakovic, Panama Ambassador to Ankara H.E. Karina Cecilia Arias Fonseca de Giannotti, and representatives from other participating countries’ embassies attended the briefing on TİKA’s activities, which was delivered by TİKA Vice President Dr. Mahmut Çevik.
