Dr. Mustafa Başkara, CEO of the Ankara University National Center for the Sea and Maritime Law (DEHUKAM), delivered the inaugural lecture of the 2025–2026 Spring Semester of the Faculty of Maritime Studies of Bursa Technical University on 3 March 2026.

In his lecture entitled “The Blue Homeland from the Perspective of the Law of the Sea” Dr. Başkara assessed the legal framework concerning Türkiye’s maritime jurisdiction areas in light of the fundamental principles of international law of the sea. He addressed the legal foundations of the Blue Homeland concept, the delimitation of maritime jurisdiction areas, as well as issues related to the continental shelf and the exclusive economic zone.

At the end of the program, the Faculty Dean Prof. Dr. Erinç Dobrucalı expressed their appreciation to Dr. Başkara for his valuable contribution and presented a commemorative gift.
