DEHUKAM CEO Dr. Mustafa Başkara Attended the Welcoming Ceremony of the Çağrı Bey Drilling Ship in Somalia

Dr. Mustafa Başkara, CEO of DEHUKAM, attended the Welcoming Ceremony of the Çağrı Bey Ultra Deep-Sea Drilling Ship, which constitutes a historic milestone in Türkiye–Somalia cooperation. The Çağrı Bey Drilling Ship, which will carry out Türkiye’s first deep-sea drilling operation abroad, arrived in Somalia on 10 April 2026 following a 53-day voyage. The vessel was received with great enthusiasm at the Port of Mogadishu in a ceremony attended by H.E. Alparslan Bayraktar, Minister of Energy and Natural Resources of the Republic of Türkiye, and H.E. Hassan Sheikh Mohamud, President of the Federal Republic of Somalia.

Upon the invitation of H.E. Abdulkadir Mohamed Nur, Minister of Ports and Maritime Transport of Somalia, Dr. Mustafa Başkara attended the welcoming ceremony and, in his statement to Anadolu Agency, emphasized that the operation represents a concrete manifestation of Türkiye’s technical capacity at sea, its strategic vision in the field of energy, and its growing international cooperation.
In his assessment of the process, Dr. Başkara underlined that the operation marks a first for both Türkiye and Somalia. He noted that, for Somalia, it represents the first instance of offshore drilling activities being conducted within its sea areas, while for Türkiye, it constitutes the first time such an operation has been carried out beyond its national jurisdiction. In this respect, he highlighted that the development stands as a historic moment for both countries.

Dr. Başkara further underscored that the cooperation between Türkiye and Somalia is not limited to offshore energy activities, but rather reflects an increasingly deepened and multidimensional strategic partnership encompassing maritime affairs, energy, and economic cooperation.
