3rd DEHUKAM Maritime Law Academy Successfully Completed

The training program titled “3rd DEHUKAM Maritime Law Academy”, organized in cooperation with Ankara University National Center for the Sea and Maritime Law (DEHUKAM) and Dokuz Eylül University Aegean Region Research and Application Center (DEU EBAMER), was successfully completed.
The Academy, which aims to offer a comprehensive and high-quality training program in the field of sea and maritime law, was held between 29 June and 10 July 2026. Over the course of the two-week program, the fundamental and current issues of sea and maritime law were comprehensively addressed by expert academics and practitioners in the field.

The program opened with remarks by Prof. Dr. Nil Kula, Member of the Board of Directors and Leading Researcher of DEHUKAM. In her opening speech, Prof. Dr. Nil Kula addressed the strategic importance of sea and maritime law today and the significance of training activities aimed at cultivating qualified human resources in this field. She extended her thanks to the academics who contributed to the preparation of the Academy and to all the participants who took part in the program.

During the first week of the program, training was provided by Prof. Dr. Sezer Ilgın on national and international regulations concerning safe navigation at sea, Assoc. Prof. Dr. Fevzi Topsoy on the transit regime of the Turkish Straits, Asst. Prof. Dr. Nurser Gökdemir Işık on maritime jurisdiction zones and their delimitation, Prof. Dr. Melikşah Yasin on maritime administrative law, Prof. Dr. Nil Kula on the right to fly the flag and cabotage, Asst. Prof. Dr. G. Venüs Cömert on seaworthiness, voyage-worthiness and cargoworthiness, Att. Güneş Karol Işıklar on ship ownership, maritime liens and ship mortgages.

In the second week of the Academy, training was provided by Asst. Prof. Dr. Banu Bozkurt on bareboat charter and voyage charter agreements, Asst. Prof. Dr. Ceren Cerit Dindar on time charter agreements, Assoc. Prof. Dr. Gülfer Meriç Kuyucu on the liabilities of the shipowner, Prof. Dr. Kerim Atamer on limitation of liability for maritime claims, Prof. Dr. Emine Yazıcıoğlu on the carrier and the applicable liability regime under the provisions of the Turkish Commercial Code, Assoc. Prof. Dr. Melda Taşkın on contracts for the carriage of passengers by sea, Att. Vural Ocalı on the bill of lading, Prof. Dr. Serap Amasya on ship management agreements, Att. Nazlı Selek on salvage, Asst. Prof. Dr. Tamer Yalçın on collision, and Prof. Dr. Didem Algantürk Light on general average.

Organized by DEHUKAM with the aim of advancing knowledge in the field of sea and maritime law, supporting the development of qualified human resources, and strengthening academic-sector collaboration, the Maritime Law Academy was successfully concluded with a Certificate Ceremony held on Friday, 10 July 2026. We would like to thank our esteemed instructors, who generously shared their knowledge, experience and contributions in organizing the 3rd DEHUKAM Maritime Law Academy, as well as our valued participants for their interest and active engagement throughout the program.
