Pursuant to Article 29 of Law No. 7590 on Amending Certain Laws and Decree-Laws, which entered into force upon publication in the Official Gazette dated 31 July 2026, and numbered 33326; Article 28/A titled “Administrative fines” and Article 28/B titled “Fees to be deposited into the revolving fund enterprise account” have been enacted into Decree-Law No. 655 of 26 September 2011, on Certain Regulations Regarding the Sphere of Transport and Infrastructure.

The aforementioned regulations establish at the statutory level the framework for administrative fines applicable to maritime and inland waterway transport, as well as to shipyards and coastal structures. Furthermore, they provide the legal basis for transferring fees collected for documents and services provided by the Ministry of Transport and Infrastructure to the revolving fund account.
